Who is eligible for support?

A person with special needs — a person referred to in Article 2(3) of the Act of 19 July 2019 on ensuring accessibility for persons with special needs, i.e. a person who, due to their external or internal characteristics, or due to the circumstances in which they find themselves, must take additional steps or use additional measures to overcome barriers in order to participate in various spheres of life on an equal footing with other persons. Persons with special needs include, amongst others:

  • persons with chronic illnesses who do not hold a disability certificate but have specific health needs, as confirmed by medical records;
  • persons with disabilities who do not hold a disability certificate but have specific health needs, as confirmed by medical records;
  • persons with a current disability certificate or an opinion issued by a psychological and educational counselling centre;
  • persons with mental health conditions;
  • persons with difficulties relating to mobility, vision, hearing or speech;
  • older people;
  • persons with difficulties in writing and reading;
  • pregnant women;
  • persons with children;
  • persons with other difficulties (holding current documentation relating to such difficulties).
  • person with a disability – a person referred to in Article 1(2) of the Convention, that is, a person who has a long-term impairment of physical, mental, intellectual or sensory functioning, which, in interaction with various barriers, may hinder their full and effective participation in society on an equal basis with others. This is a person holding a current disability certificate or equivalent document.

This group may include persons:

  • with intellectual disabilities;
  • with pervasive developmental disorders;
  • with mental health conditions;
  • with epilepsy;
  • with systemic diseases (affecting the digestive, respiratory, circulatory, genitourinary or haematopoietic systems);
  • with visual, mobility, hearing or speech impairments;
  • with other medical conditions.
